Mississippi prison on lockdown after riot; toll rises

JACKSON, Miss. -- Officials say a prison for illegal immigrants in Mississippi was on lockdown after a riot that began on Sunday left one guard dead and at least 19 people injured.

All inmates were secured in their housing units by 2:45 a.m. Monday, nearly 12 hours after the disturbance began at the Adams County Correctional Center in southwest Mississippi, Mike Machak, a prison spokesman, said in a statement, according to WDSU-TV, an NBC News affiliate in New Orleans.

Officials haven't released the identity of the slain guard.


Machak said 16 other employees were treated and released from a hospital for various injuries. Three inmates were injured.

The 2,567-bed prison near Natchez houses adult male illegal immigrants, most of whom re-entered the U.S. after being deported, Emilee Beach, a prison spokeswoman, told The Associated Press. The facility is owned and operated by Nashville-based Corrections Corp. of America, WDSU-TV reported, which?houses about 75,000 offenders and detainees in more than 60 facilities nationwide.

Federal Bureau of Prisons spokesman Chris Burke said the facility holds low-security inmates.

Sunday's riot is not the first time CCA prisons have had disturbances.

In 2004, inmates at another CCA prison in Mississippi, the Tallahatchie County Correctional Facility, set fire to mattresses, clothing and a portable toilet. No injuries were reported. The company announced after that disturbance that it would add about 25 guards at the Tallahatchie County facility.

In Idaho, the high level of violence at a CCA-run prison has prompted federal lawsuits, public scrutiny and increased state oversight. In 2010, Vermont inmates being held at a CCA prison in Tennessee were subdued with chemical grenades after refusing to return to their cells.

Water-damaged Fujifilm X100 torn apart for fun and education (but mostly fun)

James Maher had the unfortunate luck of placing his bag and prized Fujifilm X100 in a "dry" container on a fishing trip that didn't keep its contents very dry. Maher survived his harrowing voyage on the SS Hit 'em Hard, but his camera did not. Thankfully, the photographer didn't let his shooter die in vain. He spent precious time dissecting it and disassembling it, piece by piece. Inside was a densely packed puzzle of 130 screws, 50 pieces of tape and over 152 individual parts. Best of all, Maher documented his adventure inside the X100 and posted it online for all of us to enjoy. It's not the first glimpse under the hood, but it's certainly the most thoroughly documented. Roy Halladay threw eight strong innings for his first victory in a month and the Philadelphia Phillies held on for an 8-7 win over the Chicago Cubs on Thursday night.

Halladay (4-3) hadn't won since April 16, a span of five starts, and had lost three straight decisions to match a career high, but held the Cubs to three runs and scattered seven hits. The two-time Cy Young winner has allowed three earned runs or fewer in eight of his nine starts this season.

Chicago's Welington Castillo's stroked a two-out, three-run double in the ninth against Phillies LHP Jake Diekman to close the gap to two runs. Phillies closer Jonathan Papelbon came on and allowed an RBI single to Darwin Barney, but got Reed Johnson on a grounder to third for his 11th save of the season.

While Halladay ended his modest skid, Cubs starter Chris Volstad (0-6) suffered his 19th straight start without a win. He lasted just two innings, allowing four runs, six hits and three walks. Volstad threw 58 pitches, a total Halladay didn't reach until there was one out in the sixth.

Carlos Ruiz had his sixth career four-hit game and drove in three runs as the Phillies won a season-best fifth straight game. Jimmy Rollins had two hits, a walk and scored three runs. Hunter Pence added a two-run single.

Philadelphia (20-19) moved over .500 for the first time since winning its season opener.

The Cubs may have lost three straight, but Volstad hasn't won since July 10, 2011. He's gone 0-11 during his drought with a 5.40 ERA. His ERA rose to 7.46 for this season and it could have been worse -- the Phillies stranded five runners during his two innings.

In addition to the bases-clearing double, Castillo homered and drove in a career-high four runs.

Volstad's run support has been the lowest in baseball during his skid among pitchers with at least 15 starts, but his results have been increasingly poor in recent outings. He's allowed 15 runs over his last 17 innings, with 19 hits, eight walks and just four strikeouts.

Halladay had lost five of his last six games against Chicago before dominating Thursday's game. He even chipped in with two hits and a run at the plate for his third career multi-hit game.

Ruiz leads NL catchers with 27 RBIs and is 9 for 14 over his last four games. He even stole his first base of the season on the back end of a double steal in the first.

Starlin Castro hit solo homers and drove in two runs for Chicago. David DeJesus had two hits and a run, extending his hitting streak to nine games.

NOTES: Phillies 2B Chase Utley reported no problems after taking grounders for the first time this season before Wednesday's game. Utley has spent the entire season on the disabled list because of patella tendinitis in his right knee. No timetable has been established for his return. . C Geovany Soto was a late scratch from the Cubs' lineup due left knee inflammation and was replaced by Castillo. Soto is listed as day-to-day. . Before the game, the Cubs selected the contract of RHP Blake Parker from Triple-A Iowa and optioned LHP Scott Maine to Iowa. Parker was 1-0 with a 2.08 ERA in the minors and converted all five of his save opportunities. He made his debut in Thursday's game, striking out Ty Wigginton to begin his big-league career, but allowed three unearned runs on his own throwing error in the eighth. . Phillies 3B Placido Polanco sat out with a bruised left knee. He left Wednesday's game after fouling a pitch off his leg, something he's done several times over the last week.

Fracking's Methane Trail: A Detective Story

There are a lot of cheerleaders for the nation's natural gas boom ? in part because they believe it's a lot cleaner than dirty coal. It's pretty well-known that power plants that burn coal pump out far more greenhouse gases than power plants that run on natural gas.

But there's a hitch: We don't really know how much air pollution is created when companies drill for natural gas.

'Not So Many Measurements'

Well heads, storage tanks and pipelines all leak methane in sprawling gas fields.

"We need to know a lot about methane itself, which is natural gas, if we're worried about climate change," says energy consultant Sue Tierney, "so that we don't automatically think that gas is so much cleaner than coal."

Methane is a very potent greenhouse gas. It's very effective at trapping heat in the atmosphere.

"Fifty years from now, are we really going to be wondering if we really screwed up because we went on this big gas boom? You really wouldn't want to be messing that up," Tierney says.

She says that's why it's so important to study air pollution from natural gas production now.

Tierney was on an Energy Department advisory panel that recommended that gas companies start measuring and reporting their air emissions.

The way it is now, the government doesn't really know how much methane comes from gas production.

"What the official estimates are based on generally are not so many measurements, but rather estimates," says Greg Frost, an air pollution expert for the National Oceanic and Atmospheric Administration. "They really are based on maybe a measurement here or there, but then they're largely based on extrapolation."

To really find out how much methane is being leaked, many scientists say you need to take lots of direct measurements: How much methane is coming off a well, or a pipeline, or a whole gas field?

Finding The Methane Source

At the foot of the Rocky Mountains, there's a tall tower that tipped off scientists that estimates are poor substitutes for measuring. Imagine an open metal structure as tall as the Eiffel Tower and in the shape of a Toblerone chocolate box. A tiny elevator runs up the middle.

For the past few years, this tower has been Gaby Petron's muse, spewing out numbers about air pollution. Petron works for the NOAA's lab in Boulder, Colo.

"I look for a story in the data. ... You give me a data set, I will study it back and forth and left and right for weeks," she says.

Four years ago, tubes at the top of the tower started sucking in samples of air every day. Petron noticed that data from the tower showed surprising levels of methane.

"Whatever was in the air here was really different than anywhere else," she says.

Petron's next step was to try to find out what was creating that methane. She talked a colleague into turning his Prius into a mobile lab for taking air samples.

"You want to see the invisible. You want to see what's in the air, and you want to know exactly where the air is coming from," Petron says.

She got into the Prius and headed east, in the direction of the tower. She took a good look around for potential sources of all that methane.

"Every time we drive east, the methane would go up. And I'm like, why is that? And then you come here and you see cows," she says, "and you're like, OK, maybe it's the cows."

Cows burp methane ? but they weren't a match. They didn't have the right chemical fingerprint. Rotting garbage produces methane, too, but a nearby landfill wasn't a match, either.

Next on her list: the gas and oil fields northeast of the tower. As she drove near, methane levels on her computer screen in the Prius spiked.

She had her match.

"So that's when you have your moment. You're like, all right, the story is right there. It's really not the landfill, it's really not the cows," she says. "It's really all the oil and gas equipment and activities that are going on in the region. And it's not new. It's always been there. We were just not measuring it."

Petron's measurements show the gas and oil fields in Northern Colorado are probably leaking twice as much methane into the air as the industry says they are.

"I think the atmosphere is a good way to look at things in terms of emissions because it's not lying," she says.

She published her work in the Journal of Geophysical Research a couple of months ago.

Making The Most Of Estimates

So why don't gas companies measure their methane emissions? Cindy Allen, who heads the environment team for a drilling company called EnCana, says it's not doable. There are a lot of gas fields, and some of them sprawl over hundreds of square miles.

Allen says it would take too much work for companies to maintain air pollution monitors near each well site.

"And they're very expensive. It's not realistic to install such devices on every single emissions source that there is," she says.

Howard Feldman of the American Petroleum Institute says companies are trying to improve their estimates. His trade group is working on a new survey of methane emissions from tens of thousands of wells.

But Feldman says more measurements like the ones that came from that NOAA tower are needed, too.

"One in and of itself isn't sufficient. Both are valid, and both add to the information that we have," he says.

Feldman says it's in the industry's interest to find leaks and capture methane. That way, they can sell it instead of losing it to the atmosphere.

Manchester City added its name to the list of teams that have pulled off memorable comebacks with everything on the line Sunday by beating Queens Park Rangers 3-2 on injury-time goals from Edin Dzeko and Sergio Aguero. The win gave Man City its first English league title in 44 years, and set off some unhinged celebrating by fans of a team that has long stood in Manchester United's shadow.

Here are some moments, from soccer and other sports, that Manchester City's victory will be compared with as the years go by.

MANCHESTER UNITED'S MOMENT

Might as well start with the club across town. In the 1999 Champions League final, Manchester United trailed Bayern Munich 1-0 in second-half injury time before Teddy Sheringham scored in 91st minute and Ole Gunnar Solksjaer in 93rd for a 2-1 win. It was a signature moment in Alex Ferguson's long tenure at Man U.

BUCKNER'S BOO-BOO

The New York Mets trailed the Boston Red Sox 5-3 in the 10th inning of Game 6 of the 1986 World Series and were twice one strike from elimination, but rallied on Ray Knight's RBI single, Bob Stanley's wild pitch and first baseman Bill Buckner's error on Mookie Wilson's grounder to win 6-5 and force Game 7. Less remembered: The Mets also trailed 3-0 in the sixth inning of that final game before winning 8-5.

NICKLAUS RALLIES ...

One newspaper said Jack Nicklaus, at age 46, was washed up. That looked to be the case when Nicklaus was five shots behind going into the final round of the 1986 Masters. Then, he pulled off perhaps the most famous comeback in Augusta National history by shooting 30 on the back nine for a 65 and a one-shot win. He became the oldest player to win the Masters, and it was his 18th and final professional major.

One golf story always leads to another. Arnold Palmer was seven shots behind going into the final round of the 1960 U.S. Open at Cherry Hills. Angered when Pittsburgh golf writer Bob Drum told Palmer that a score of 280 "won't do you a damn bit of good," Palmer drove the par-4 first hole and started with four straight birdies. He shot 65 for a four-round score of 280 and won the U.S. Open over Ben Hogan and 20-year-old amateur Jack Nicklaus.

THE CELTICS FIGHT BACK

In the 2008 NBA finals, the Boston Celtics were behind by 20 points with 6:04 left in the third quarter before storming back to beat the Los Angeles Lakers 97-91, giving Boston command of the series with a 3-1 lead. The Celtics outscored the Lakers 31-15 in the third quarter, then put it away with a 21-3 run over the final five minutes of the game, fueled by two 3-pointers from Eddie House. Boston became the first team to overcome more than a 15-point deficit after the first quarter of a finals game and wrapped up the series in Game 6 back home.

GO GO BUFF-A-LO

Coming off two Super Bowl losses, the Buffalo Bills didn't win the AFC East in 1992 and had to host a wild-card game with the Oilers, who routed them 27-3 a week earlier in Houston. By halftime of the playoff matchup, Buffalo was down 28-3 and it soon became 35-3.

Rich Stadium began emptying. Soon, many of those fans turned around their cars and headed back as the Bills staged an incredible comeback. Houston went into a prevent defense in the third quarter. Buffalo backup Frank Reich, in for injured quarterback Jim Kelly, led the Bills to four straight TDs, including a fourth-down gamble for an 18-yard score, making it 35-31. After Houston botched a field goal attempt, Reich's 17-yard throw to Andre Reed put the Bills in front. The Oilers showed some fortitude by marching to a tying field goal, but Warren Moon was intercepted by Nate Odomes early in overtime and Steve Christie's 32-yard field goal won it.

Strangely, the Bills failed to sell out against the Oilers, the first time in 23 home games that the stadium wasn't full. So for local fans to see the greatest rally in team - make that league - playoff history, you had to be there and stay throughout.

LASSE VIREN PICKS HIMSELF UP

Finnish runner Lasse Viren set a world record in the 10,000 meters at the 1972 Olympics. He fell during the race's 12th lap. That's right - Viren spent part of his world-record, gold-medal winning run flat on his back. Not too long, though. He popped back to his feet, reeled in the pack ahead of him and, after several lead changes, he won a sprint to the finish. As a capper, he won gold in the 5,000 meters 10 days later. He did the same double in Montreal four years later.

RED BIRDS RULE

Some thought the St. Louis Cardinals didn't even belong in the playoffs last season - after all, they sneaked in as a wild card on the last day of the regular season. But the Cardinals won the National League pennant and trailed Texas 7-5 in Game 6 of the World Series. Just one strike from elimination in the ninth inning, David Freese's two-run triple put the game into extra innings. St. Louis then trailed 9-7 and was one strike from elimination in 10th inning before Ryan Theriot's RBI grounder and Lance Berkman's run-scoring single. Freese homered in the 11th for a 10-9 win. St. Louis went on to win Game 7, 6-2, for the title.

PLUCK OF THE IRISH

The 2001 women's NCAA basketball tournament featured a UConn team with Diana Taurasi and Sue Bird. But in the national semifinals, the Huskies faced a Notre Dame squad with player of the year Ruth Riley. Weeks earlier, the Huskies had beaten the Irish in the Big East title game when Bird hit a buzzer shot over Riley, and in their Final Four matchup, UConn went ahead by 16. But the Irish weren't done. Led by Niele Ivey's 21 points and Alicia Ratay's 20, Notre Dame shut down UConn in the second half and captured a 90-75 victory. Notre Dame then hung on against Purdue in the final to win its first (and only) women's title.

CHANG FIGHTS ON

At the 1989 French Open, 17-year-old Michael Chang lost the first two sets of his fourth-round match against No. 1-ranked Ivan Lendl, then came all the way back to win 4-6, 4-6, 6-3, 6-3, 6-3, on his way to becoming the youngest male champion at a Grand Slam tournament (a record that still stands) and the first American man to win the Roland Garros title since Tony Trabert in 1955. Chang considered quitting because of debilitating leg cramps that began in the fourth set of the 4 1/2-hour match. He stood through changeovers, instead of sitting, because he worried his legs would lock up. He guzzled water and munched on bananas. Famously, he served underhand in the fifth set. Another unusual tactic: When Lendl, who retired with eight Grand Slam titles, served on match point, Chang flustered him by hobbling all the way up to the service line, something rarely seen at top-level tennis. Lendl double-faulted, ending the match.

HARVARD'S GREATEST TIE

With less than a minute left in the 1968 edition of Harvard's annual football rivalry game with Yale, the Crimson were down 29-13. But two quick touchdowns left Harvard with a final chance to avoid a loss as it went for a second 2-point conversion. Announcer Don Gillis had the call on a pass from Frank Champi to Pete Varney with no time left: "Hang onto your hats, boys and girls. Let's just watch. ... Champi ... He's got it! He's got it to Varney! And it ends 29-29! What a finish!" Harvard's student newspaper captured the moment in its headline: "Harvard Beats Yale 29-29."

Tax debate ends with one bill signed, one pocket veto | Minnesota ...

This afternoon, we saw the final chapter of the tax debate for the 2012 Legislative Session as Governor Dayton took action on the two remaining tax bills. And we are largely back where we started, with some of the most dangerous proposals rejected along the way, but also little progress in reforming the tax system so that it adequately funds our state?s priorities and fairly distributes the responsibility for funding those priorities.

House File 2690 is mainly a technical bill, but last week it picked up a few provisions from a tax bill vetoed earlier this session, such as a one-time $4 million increase in the targeted property tax refund. This tax refund is available to homeowners of any income level whose property taxes increase by 12 percent and at least $100 over the previous year. Governor Dayton signed this bill into law today.

House File 247 was a more substantive bill, including tax provisions that its proponents argued would help spur economic growth in the state, such as:

  • A one-year freeze in the state property tax paid by businesses and cabins
  • Other tax credits for certain businesses and investors
  • An increase in the targeted property tax refund in future years
  • Local tax incentives.

(You can read more of the details in last week?s blog.) A primary problem with the bill is that it would have added $73 million to next biennium?s revenue shortfall, currently measured at $1.1 billion, leaving future policymakers to define which revenue increases or service cuts would be needed to finance the tax cuts.

These tax provisions were also unlikely to get a strong bang for the buck, as some of the tax benefit would reward actions that would have occurred anyway.

In a letter to the Legislature, Governor Dayton raised his concerns with the bill, including the increase in the future deficit, and that the benefits of the tax cuts were not more widely shared. House File 247 failed to become law through a ?pocket veto? ? which means that the Governor returned the bill to the Legislature without his signature, but without formally vetoing the bill.
