Special election set for June 12 to fill Giffords' seat (Reuters)
PHOENIX (Reuters) ? Arizona Governor Jan Brewer on Friday ordered a special general election to be held on June 12 to fill a congressional seat vacated by Tucson Democrat Gabrielle Giffords, who resigned to focus on recovering from a gunshot wound to the head.
The Republican governor also set an April 17 primary to choose the candidates who will vie to replace Giffords in what has proved to be a highly competitive district in southern Arizona.
Giffords left office on Wednesday, cutting short her third term representing Arizona's 8th congressional district as she continues to recover from a gunshot wound that left her with faltering speech and physical impairments.
She was shot at close range by a gunman who opened fire at a meet-and-greet for constituents outside a Tucson supermarket on January 8, 2011. Six people were killed and 12 others were wounded.
Giffords, in a resignation letter read aloud on the floor of the House of Representatives by close friend and fellow Democrat Deborah Wasserman-Schultz, said her district "deserves to elect a U.S. representative who can give 100 percent to the job."
Giffords won re-election by a slim 4,000 votes during the last election in 2010, brightening Republican hopes that the seat may again be within their gasp. Before Giffords, it was held by Republican Jim Kolbe for 22 years.
Republicans now hold a voter registration advantage of 6 percentage points over Democrats in the district.
District voters will go to the polls twice more this year, with the regular election primary scheduled for August 28 and the general election on November 6. The regular election will be held under redrawn congressional lines that all but make it a dead-even split between Republicans and Democrats.
Possible Republican candidates for Giffords' seat include state Senator Frank Antenori, who on Friday became the first to announce his bid in both elections, as well as Dave Sitton, a University of Arizona sports broadcaster, and Jesse Kelly, who lost to Giffords in 2010 and had strong Tea Party backing.
Among Democrats believed to be considering at run are Steve Farley, a state representative and assistant majority leader, state Senator Paula Aboud and state Representative Matt Heinz.
Also mentioned as a possible candidate has been Giffords' husband Mark Kelly, a retired astronaut. But Kelly quashed speculation that he might run for her seat during a video-conference call with Arizona reporters on Wednesday.
He also said there was a "pretty good chance" that Giffords would endorse a person to replace her, a move that political observers say promises to provide a big boost for any candidate.
The accused gunman in last year's shooting spree, Jared Loughner, 23, has pleaded not guilty to multiple charges stemming from the rampage, include first-degree murder and the attempted assassination of Giffords. He was declared mentally incompetent to stand trial last May.

Magnitude 5.5 quake shakes Japan (AP)
TOKYO ? A magnitude-5.5 earthquake rattled Yamanashi prefecture in central Japan on Saturday morning, the Japan Meteorological Agency reported. There were no immediate reports of damage or injuries, and no tsunami warning was issued.
The temblor was some 20 kilometers (12 1/2 miles) deep and hit at 7:43 a.m. local time (2243 GMT Friday), the Japanese earthquake-reporting agency said.
Last year, a magnitude-9 quake on March 11 and subsequent tsunami about 140 miles (230 kilometers) northeast of Tokyo left nearly 20,000 people dead or missing.
Japan is one of the most earthquake-prone countries in the world.

IMMIGRATION FIGHT
Newt Gingrich and Mitt Romney had their sharpest exchange when Gingrich said Romney was the most anti-immigrant candidate in the GOP field. Romney responded indignantly, reminding Gingrich that Romney's father, George, was born in Mexico.
"The idea that I'm anti-immigrant is repulsive," Romney fired at Gingrich. "Don't use a term like that. You can say we disagree on certain policies, but to say that enforcing the U.S. law to protect our borders, to welcome people here legally, to expand legal immigration, as I have proved, that that's somehow anti anti-immigrant is simply the kind of over-the-top rhetoric that has characterized American politics too long."
Romney also asked Gingrich for an apology for an ad Gingrich recently pulled from airwaves that attacked Romney on immigration policy. Gingrich didn't offer one.

MOON SHOTS
Gingrich's proposal for a permanent American colony on the moon was mocked by Romney, who said Gingrich is developing a pattern of pandering to local voters.
"If I had a business executive come to me and say I want to spend a few hundred billion dollars to put a colony on the moon, I'd say, `You're fired,'" said Romney, a former businessman.
He then noted Gingrich's calls for a new interstate highway in South Carolina, a new VA hospital in northern New Hampshire, and widening the port of Jacksonville to accommodate the larger ships that will soon be able to transit the Panama Canal. Romney said promises like that were what had caused a massive budget deficit in the first place.
Gingrich defended himself saying he'd find plenty of things to cut and shouldn't be mocked for setting priorities.
"You don't just have to be cheap everywhere. You can actually have priorities to get things done," he said.

MEDICAL RECORDS
The oldest candidate in the race, 76-year-old Rep. Ron Paul, said he'd be happy to share his medical records with the public if he were the nominee. Then he one-upped his fellow candidates by challenging them to a 25-mile bike ride.
He had no takers.
All of the candidates said they'd release their medical records for scrutiny. Paul, who would be the oldest president ever elected, said his records are short, about a page long.
Gingrich vouched for his competitor's fitness. "I'm confident that Dr. Paul is quite ready to serve if he's elected. Watching him campaign, he's in great shape," he said with a laugh.

FIRST LADY CHATTER
Asked what their wives would bring to the position of first lady, the candidates were happy to gush about their better halves.
Paul, married for 54 years, says he's got an anniversary coming up next week. He also plugged his wife's work as an author ? of "The Ron Paul Cookbook."
Romney praised his wife for battling multiple sclerosis and breast cancer.
"She is a real champion and a fighter," he said.
Gingrich said he's met each of the candidates' wives and said they'd all be "terrific first ladies." He says his wife, Callista, would bring a tremendous artistic focus and would be a strong advocate for music and music education.
Rick Santorum says his wife is "my hero" because she gave up a successful career to help raise their seven children.

Santorum got a big applause line when he introduced his mom, 93-year-old Catherine Santorum. During the debate's introductions Santorum said he was glad to have his mother at the debate. And, it turns out, she can help turn out the vote for her son ? she is a north Florida resident. When she stood up to be recognized, the debate hall gave her loud applause.

NO LOVE FOR TSA
Even before the debate started a rowdy, Paul-supporting crowd at the University of North Florida debate site shouted jeers toward the Transportation Security Administration. The anti-TSA chants came days after Paul's son, GOP Sen. Rand Paul of Kentucky, was stopped by security at the Nashville airport when a scanner set off an alarm and Paul declined to allow a security officer to pat him down.
Police escorted Paul away, but allowed him to board a later flight.
Ron Paul has already used his son's experience to promote his "Plan to Restore America," which would cut $1 trillion of federal spending in a year and eliminate the TSA. He has said the incident reflects that the "police state in this country is growing out of control."

When he got his first question, Schiano was asked how quickly he thinks he can turn around the fortunes of a team that ended the season on a 10-game losing streak, and he said he views it as his job to turn things around immediately.
?I don?t believe in doing anything except to be the best, so we?re going to try to be the best today, starting today,? Schiano said. ?How long that will take, I can?t tell you that, but we?re going to work to be the best we can be every single minute. And I?ve said this many times: When our best is the best, we?ll be Super Bowl champs.?
Schiano is a much more conventional choice than the first college coach the Bucs tried to hire, Oregon?s Chip Kelly, and he described his coaching philosophy as one he learned from his old boss, Joe Paterno.
?Great defense, win the special teams battle, and be a physical offensive football team that takes shots down the field,? Schiano said. ?Physical, run the football physically and take shots down the field. That formula works.?
Schiano said he didn?t take the job until he had time to study the team, its personnel, the ownership, the front office and the facilities, and he concluded that the Bucs have a young core of talented players who can win right away.
?I?m very impressed with the young group, that core group,? Schiano said.
Now Schiano?s job is to turn that core group into what Raheem Morris failed to make it last year: A winning team.

However, the savings are relatively small. Per comparable use (one hour in the oven versus fifteen minutes on the stovetop or in the microwave), you?re saving on the order of 1 to 1.5 kW by using the microwave ? a savings of about $0.20 per hour of stovetop use, in other words.
In truth, though, the savings are bigger than that. Let?s dig in a little deeper.
The one task that microwaves really excel at is bringing water to a boil. They can do this much faster than virtually anything else in your home (except for perhaps a magnetic induction stove top, which is an incredibly expensive investment).
I can bring a few cups of water to boil in our microwave in about two minutes. On our stovetop, it takes about eight to ten minutes to bring a similar amount to a boil. That?s a savings of six to eight minutes in the middle of meal preparation, which can make a quick meal really fast and a slower meal faster. It can get our family to the dinner table earlier and allows us to have more quality family time after supper. That?s a real value for us.
Simply put, for every cup boiled in the microwave, it takes me about four minutes less time to do it than on the stovetop. It also saves approximately $0.03 doing it that way.
This simple step is something that saves both time and money. Let?s say I?m going to boil some pasta on the stovetop. I get out a large microwave-safe bowl, fill it with a significant amount of water, and microwave it. The time to bring it to a boil or near-boil in the microwave is far lower than on the stovetop, so I?m actually boiling my pasta much faster by bringing the water to boil in the microwave. I?m also saving $0.05 or so by doing it this way.
The same idea is true in almost any recipe that requires a hot or boiling liquid. It?s far more efficient to simply get cold water out of a tap or cold liquid from the refrigerator and boil it in the microwave than to use the stove top or oven.
Typically, I don?t fully cook things in the microwave. Because they excel so well at one specific thing ? raising liquids to a boil ? they?re often poor at other things, such as properly cooking a dish of food.
Thus, my usual technique is to bring the liquid to a boil in the microwave, then just transfer it to whatever I?m cooking in on the stove top or the oven.
It?s a simple little thing, really. It?s never going to make you rich, but it does save a few cents. More importantly, it saves something else ? a bit of time. Simple changes that save both time and money are valuable ones.

Protein That Controls Movement Does the Opposite in Parkinson's (HealthDay)
WEDNESDAY, Jan. 25 (HealthDay News) -- Researchers who identified a protein that worsens symptoms of Parkinson's disease say their finding could eventually lead to new treatments for the neurodegenerative disease.
The protein, RGS4, normally helps regulate the activity in neurons in the striatum, the part of the brain that controls movement.
But in models of Parkinson's disease in mice, the researchers found that RGS4 actually contributes to problems with motor control, leading to a deterioration of movement and motor coordination.
The study, published online Jan. 25 in the journal Neuron, was conducted by scientists at the Gladstone Institutes, a nonprofit biomedical research organization affiliated with the University of California, San Francisco (UCSF).
It's long been known that decreased levels of the brain chemical dopamine are associated with Parkinson's. Patients take a drug called Levodopa to increase dopamine levels but the drug's effectiveness begins to weaken as the disease progresses.
This has led scientists to start looking for potential new treatment targets.
"About 60,000 Americans are diagnosed with Parkinson's annually, and dopamine-based therapies often do not provide a long-term solution," Anatol Kreitzer, a Gladstone investigator and an assistant professor of physiology and neurology at UCSF, said in a Gladstone news release.
"Our discovery that RGS4 may play a role in the development of Parkinson's symptoms helps us lay the groundwork for a new therapeutic strategy -- independent of dopamine," he claimed.
While studies involving animals can be promising, they frequently fail to produce similar results in humans.

Dayton, senator to Vikes: Dome site or nothing (AP)
ST. PAUL, Minn. ? Gov. Mark Dayton and a key state lawmaker say a new Minnesota Vikings stadium must be built at the current site of the Metrodome to secure any kind of state funding this year.
Dayton said Tuesday that two other potential sites are not politically achievable at this time. And Republican state Sen. Julie Rosen says she agrees with Dayton, and she expects to introduce a stadium bill soon with the Metrodome as the chosen site. The bill would include state funding for the multimillion-dollar project.
Spokesmen for the team did not return calls. The Metrodome site had been the team's least favorite of the three options. Dayton says owner Zygi Wilf expressed frustration about the turn of events on Monday.
Dayton says he and lawmakers are meeting team officials Wednesday.

James funeral planned; Al Sharpton to eulogize
NEW YORK (AP) ? A public viewing will be held Friday for singer Etta James, and the Rev. Al Sharpton will eulogize the late legend at a private funeral Saturday.
A statement from Sharpton's representative Tuesday said the funeral will include performances by celebrities, but those names were not announced.
James died last Friday at age 73 after battling leukemia and other ailments, including dementia. She was most famous for her classic "At Last," but over her decades-long career, she became revered for her passionate singing voice.
The public viewing will be held in Inglewood and the funeral will be held in Gardena, both in the Los Angeles area.
The family is asking that any donations be sent to the Philadelphia-based Rhythm & Blues Foundation.

New U.N. council no more favorable to Palestinians: U.S. (Reuters)
NEW YORK (Reuters) ? Security Council dynamics are no more favorable now to a Palestinian U.N. membership bid than they were last year despite a partial change in the council makeup, the U.S. ambassador to the United Nations said on Monday.
In the teeth of strong opposition from the United States and Israel, the Palestinian Authority applied to the council last September for U.N. membership. But a committee to consider the application failed to reach consensus, and the Palestinians have not so far requested a formal vote in the council.
Addressing a Jewish audience in New York, Ambassador Susan Rice said that since the committee's report, the application had "essentially stayed there for the time being."
"I presume that is because the Palestinians decided that, given the voting likely outcome in the council, it wasn't timely to push it to a vote," she told the governing board of the American Jewish Committee, or AJC. "The fact is, nobody knows for sure what the Palestinians will choose to do."
Asked whether the replacement of five members of the 15-nation council as of January 1 might affect the issue, Rice said, "I think that we are roughly in the same place now as we were last year, and potentially even in a better position."
The issue for the Palestinians last year was not whether their application would get council approval - since the United States was considered certain to veto it - but whether they could score a moral victory and force Washington to use its veto by winning nine votes in favor from other members.
In the absence of a veto, a council resolution needs nine votes to pass. But diplomats said at the time the Palestinians would get only eight votes in support, with other countries voting against or abstaining.
Diplomats say that situation remains despite the changes in the council membership. Newcomer Azerbaijan is thought likely to support the Palestinian application, whereas its predecessor, Bosnia, was expected to abstain. But Guatemala is unlikely to follow its predecessor, Brazil, in backing the Palestinians. The other three newcomers represent no change.
The Palestinian choice is whether to push for a Security Council vote anyway, take the issue to the U.N. General Assembly - which cannot confer membership but can upgrade their status as observers - or do nothing as contacts continue with Israel over a possible resumption of peace talks.
Rice reaffirmed the U.S. line that a Palestinian state would come only through direct negotiations with Israel, not "through a short-cut at the United Nations."
In her remarks to the AJC, Rice stressed U.S. backing at the United Nations for Israel. Some U.S. Republicans have accused President Barack Obama of being insufficiently supportive of the Jewish state.
With the U.S. election campaign heating up, one of Rice's deputies spoke publicly last week on the need for reforming U.N. practices, addressing another concern of Republicans who charge the Obama administration is too close to the world body.

Police seek suspect in Huckabee relative's death (AP)
ARKADELPHIA, Ark. ? Authorities in Arkansas were searching Sunday for a suspect wanted in a homicide and kidnapping case involving a distant relative of former Arkansas Gov. Mike Huckabee.
Police issued an arrest warrant for Donald Hux after investigators found the body of Sandy Carl Huckabee at his home in Arkadelphia, which is about 70 miles southwest of Little Rock.
Former Huckabee spokesman Jim Harris said Sandy Huckabee's father was the first cousin of former presidential hopeful Mike Huckabee's father.
Authorities said Hux abducted his ex-wife, Amy Huckabee, and their three children in Arkadelphia before he drove to El Dorado, which is about 80 miles away. He dropped the children off somewhere in southern Arkansas' Union County, which is where El Dorado is located, the local sheriff's office said in a statement. Union County Sheriff's Capt. Clark Burton told The Associated Press the children were not hurt.
Meanwhile, police in Arkadelphia learned about the situation and went to the Huckabee home to do a welfare check. They found Sandy Huckabee's body inside, but they had yet to find his wife, Amy Huckabee, as of Sunday evening.
Hux is wanted on capital murder, kidnapping, burglary and firearms charges.
He was last seen driving a tan 2005 Chevrolet extended cab truck with the license plate 487-MDZ.
No one answered the phone at one number listed for Donald Hux in El Dorado. Another number for Donald Hux there was disconnected.
Harris, the spokesman when Huckabee was governor, said the former Republican governor was traveling Sunday but had learned of the distant relative's death.
