South Africa police arrest alleged M23 rebels

JOHANNESBURG (AP) ? Police in South Africa say they've arrested 19 alleged members of the Congo rebel group M23 on suspicion of plotting to overthrow the government there.

The South African Police Service issued a statement Tuesday announcing the arrests, but offered few details other than to say their "objective is believed to be to overthrow the current government" of Congo. The statement said the alleged rebels would appear in court later Tuesday.

Brig. Lindela Mashigo, a police spokesman, could not be immediately reached for comment.

The M23, an armed group said to be backed by Rwanda, is currently in the process of beginning negotiations with the Congolese government. The rebels briefly held and later withdrew from Goma, the capital of North Kivu province in eastern Congo, last year.

Employees Spend More Time Cyberloafing Than Working Online ...

Kansas State University has released a report on the complex science that is cyberloafing. Humour aside, cyberloafing costs many organisations a significant amount of time owing to the additive psychology of Web surfing and social networking.

The research by the University found that company policies are never enough to stop employees from wasting time at work. The key takeout from this research is that it costs organisations a lot more than the direct costs of the member of staff idling the day away ? there are legal, reputational and potential brand damage issues involved.

If a member of staff, for example, starts accessing illegal content in the workplace, indirect sexual harassment employee lawsuits can be triggered, and it?s also possible that negative publicity can result from any information that leaks out to the press.

It?s also very revealing that the researchers found that between 60 and 80% of time spent on the Internet has nothing to do with work. This is the world of Web shopping and social networking gone mad.

The most interesting aspect of this research is that problem of wasted employee time extends across the entire workforce, regardless of age. The carrot and stick approach has been proven to be ineffective in the longer term and ? as detailed in the University?s analysis ? the end result of is often reduced staff morale.

A good Web filtering solution helps organisations limit their exposure to Internet threats, illegal content, offensive images and time wasting ? and helps staff to be more productive, more secure and reduce their employer?s legal liability.

Effective Web filtering technologies rapidly improves productivity by limiting personal and non-business Web browsing to outside working hours based on flexible filtering rules. The value-add is that good filtering systems comply with BECTA, CIPA, HIPAA and other guidelines to reduce business risk and liability, as well as enhancing network security by eliminating the risk of Web borne threats, such as viruses, malware, spyware and phishing sites.

Other advantages include improved network performance by regulating bandwidth, restricting unnecessary content types and using an on-disk Web cache. Our observations are that cyberloafing is a lot ore than a Human Resources problem, as it really is a boardroom issue on multiple fronts.

Rare, legitimate Madoff investment goes public

Jailed Wall Street fraudster Bernie Madoff may have finally picked a legitimate winner.

A biopharmaceutical company partly owned by the Madoff family had an initial public offering last week that sold $33 million worth of stock.

The New York Post reports that Madoff's initial $2.2 million investment in the company, Stemline Therapeutics, is now worth $5.5 million on paper after Tuesday's IPO.

But the scammer might not be able to keep the money.

The trustee overseeing efforts to untangle Madoff's Ponzi scheme says the family's shares rightfully belong to his defrauded clients.

He has filed a lawsuit seeking to seize those shares on behalf of fraud victims.

Madoff is expected to spend the rest of his life in prison.

Arkansas gas prices up 17 cents over past week

LITTLE ROCK, Ark. (AP) -- The AAA says gas prices in Arkansas have gone up 17 cents in the past week.

The average price of a gallon of unleaded gasoline in Arkansas is $3.34 as of Monday. A week ago, the price was $3.17 per gallon.

The Fayetteville-Springdale-Rogers area reported the highest average price among the state's metropolitan areas, at $3.37 per gallon. The national average is $3.52 per gallon.

Officials say retail prices in the central United States have risen the most dramatically as a result of an increase in the costs of products used by refiners that supply the region.

Arkansas' record high for gasoline is $3.97 per gallon, set in July 2008.

Cantor: House GOP policies will focus on 'most vulnerable'

Virginia Republican Rep. Eric Cantor. (Chip Somodevilla/Getty Images)

House Majority Leader Eric Cantor will outline an ambitious blueprint spelling out the House Republican agenda on Tuesday, one that emphasizes education, innovation, simplifying the tax code, and reforming immigration and labor laws.

According to excerpts of Cantor's speech provided to Yahoo News, the Virginia Republican is planning a wide-ranging address at the American Enterprise Institute that he believes promotes policies that work for the "most vulnerable," and boosts working and middle-class citizens. Reflected within the excerpts is a desire to put a personal face on politics, as opposed to one that dwells on numbers that tally up government spending and the size of the national debt.

"Our solutions will be based on the conservative principles of self reliance, faith in the individual, trust in the family, and accountability in government. Our goal: To ensure every American have a fair shot at earning their success and achieving their dreams," Cantor will say.

On the issue of workplace reform, for instance, Cantor will outline principles that promote an environment that he says will help parents who "have to weigh whether they can afford to miss work even for half a day to see their child off on the first day" and ideas that pay deference to "the working mom [who is] just trying to get by."

When speaking about immigration, one of the topics that will dominate the public debate in 2013, Cantor will say, "Scientific breakthroughs are the result of and have helped contribute to America's being the world?s capital of innovation and opportunity in nearly every field. ?For this and many other reasons, people across the globe want to become a part of our country. We must never diminish that desire, or worse, become a place that is no longer desirable." He plans, he will add, to balance "respect for the rule of law and respect for those waiting to enter this country legally, with care for the people and families."

Cantor will reserve his most pressing rhetoric for education reform, which he suggests will be a top priority for Republicans.

"One of our priorities this year will be to move heaven and earth to fix our education system for the most vulnerable," Cantor will say.

Cantor's proposals suggest that he intends to launch an ambitious effort to guide Republican policies, which could help position him as a future candidate for Speaker of the House. Cantor condemned efforts earlier this year to depose current House Speaker John Boehner, Republican of Ohio, but Cantor has split with Boehner on key issues.
